Remember that tickets simply left on your vehicle are not enforceable.  A court ruling requires the driver who is actually recreating, to be caught with their vehicle and in the act of recreating. 

If you are simply stopping to pee, to rest or are entering the wilderness for spiritual reasons, you do NOT need a Red Rock Pass.
